The overall country is run by the Coalizione dei Maghi that was formed in 1865, and located in Florence, in order to be near the then current Italian seat of government. At the time, the Coalizione dei Maghi consisted only of representatives from the most influential Italian pureblood families from the Northern regions.
By 1870, the government consisted of all of northern and central Italy, and by 1890, Italy in its entirety, though representation was still heavily biased towards the north, with the Papal States. the Kingdom of Naples, and the Kingdom of Sicily complaining of lack of representation or consideration in governmental affairs.
The first head of the council was Alessandro di Varsi (1818 - 1925) who ruled from 1865 - 1885.
In 1924, the process by which representatives were chosen shifted from being handed down from parent to child to being three representatives chosen for each region by each region’s governing council - a body of seven people that was made up of the most influential and former ruling families of that region.
A major upset occurred in 1990 when Petronella Bianchi, daughter of two nati babbani was selected to represent the Duchy of Parma, the first time an outsider had ever been chosen for the position.
The Coalizione dei Maghi currently is made of forty-one representatives - three from each of the ten recognized historic regions of Italy, two for those Italian wizards or those of Italian descent that have Italian citizenship that live overseas, four Eroi Dei Regni - citizens who have contributed greatly to Italian wizarding society through feats of valor or academics, two Giudici Della Pace, who do not have a vote but present the views of those who enforce the law, as appointed by the Auror Department and the Courts, respectively, and three appointees respectively from the Consiglio Accademico (the council consisting of representatives of the regional and private schools), the Corporazione Finanziaria (who represent the financial and business sectors), and the Conclave di Fratelli Strani (who represent the interests of the non and near humans that live within Italy’s borders).
Each region has its own council consisting of seven members, who vote every six years to which three representatives to send - there is no vote or campaigning for the position, it is appointed by the then current council.
The membership for the regional council is voted every seven years, with a regional council up for vote every year. Members of the council may only serve for three terms (not necessarily consecutively), however they are still eligible to represent the region in the national council once they have served out their three terms.
The Prime Minister holds the office for periods of six years and there are no term limits. The current president is Guiseppe Rattazzi (1917-present) who has been elected to office since 1984. He is currently campaigning on increased proactivity in locating the nati babbani, or those witches and wizards born to non-magical parents and complete control of all historical sites with ties to wizarding society.
Should the president be unable to perform his duties or die in office, the runner up of the last election fills his role until the next national election.
