keep in mind that Zemo is also a former soldier. he’s seen, and probably done, numerous unimaginable things to already cause PTSD long before Sokovia was destroyed. he’s a brilliant tactician, a ‘patient man’ with a mind for observation and calculation.
we know he knows what happened to bucky. we know he knows what hydra did to him. we know he knows bucky had no choice, and was a prisoner of war for as long as he was within hydra’s control.
so be zemo for a hot second. be another war vet who’s seen some shit and knows what ‘regular warfare’ (for lack of a better term) can do to a man. you’d blink in surprise if someone your ally knows, refers to them as a ‘pet psychopath’. he is shocked, and probably a little horrified, to hear someone referring to bucky as a ‘psychopath’. isn’t this woman supposed to know what happened to bucky?
be zemo hearing bucky refer to himself as ‘crazy’. wonder if maybe he calls himself that because other people have referred to his trauma and PSTD as what makes him ‘crazy’. not traumatized, not in need of mental health healing. just ‘crazy’. who in the fuck taught him to think that way?
now be zemo, realizing that bucky being a super soldier doesn’t take away from the fact that bucky- his ally- is a super soldier, but he’s also a man who’s never had a life outside of war.
there is regret on zemo’s face, realizing making general statements about all super soldiers having no right to exist, is the exact same as people making insensitive comments about bucky’s PTSD. bucky didn’t chose to be a super soldier like the flag smashers. bucky didn’t choose to become the winter soldier. for all he knows, bucky didn’t even choose to join the us army during ww2.
sam calling him out on his shit forces him to realize bucky’s just another soldier, caught up in the aftermath of decisions made by people far, far bigger than him. and that’s something zemo can relate to, more than he was willing to admit beforehand. this is the moment he decides to cross his name off of bucky’s list.
