I know a lot of people criticize Queen Chrysalis for not really having a plan that makes sense, but she’s a magical fairy horse. Fairies’ plans never make sense.
For example, Malificent was insulted at a birthday party. So, she curses the princess so that if she ever stabs herself with a spinning wheel in the next 16 years she will die. When the princess goes into hiding and all the spinning wheels are banned (presumably people used spindles for the next 16 years,) she sends an army of Orcs after her to bring her back and… Stab her with a spinning wheel I guess? I don’t know. She ends up sending her raven after her, then hypnotizing her so she stabs herself with a spinning wheel instead. That just puts her to sleep, so the other fairies lock the kingdom in slumber instead, to be broken by true loves kiss… So she locks the prince up and decides to release him when he’s old.
This isn’t a plan, this is a series of arbitrary decisions. If she wanted the princess dead, surely she could have gone the Hades route and just done nothing, then snuck in and poisoned her or something. But that’s not what fairies do - They always do things in some of the least intuitive ways.
A chaotic nature and lack of focus are pretty indicative of the whole ‘fairy’ character type. That’s sort if their thing - They hold themselves with utmost regality but their goals are either counterintuitive, nonexistent or utterly alien. A lot of the time - Such as Coraline or any number or Slenderman stories - Their goal is never revealed at all and it’s just a bunch of stuff that happens.
Chrysalis is much the same. Her stated goal is to consume the love of Equestria, but it’s pretty obvious she planned out the 'impersonating the princess’ step and then just decided to make it up as she goes along, just like Malificent basically stops having a real plan at the 'Have princess pick self on spinning wheel’ part. Indeed, Chrysalis bears a lot of similarities to Malificent in design and ability as well as overall presence.
Of course, for what it’s worth real world mythological Kelpies, which the changelings far more accurately resemble than actual Changelings, simply drown people and then eat them. They do this by looking like an appealing creature, such as a beautiful women to passing travelers. The infatuated traveller would approach and touch the kelpie, at which point the kelpie would exude a sticky goo that bonds them together instantly, and pulls them underwater until they run out of air. Thus, they feed on love in a rather metaphorical fashion… So it’s entirely possible the Changeling army was just planning on eating everyone.
