There were dozens of these tiny wasps hanging out on aloe flowers at the botanical gardens. They were all blowing these little water bubbles out of their mouths, which was pretty amazing to see. There's online documentation of this happening at wasp nests to remove excess moisture, but I suspect this is much more similar to aphid honeydew: nectar is mostly water, so the wasps take it, extract the sugar, and then excrete the waste water out as these drops.
