Ursa's single biggest act of jackassery to Azula in the Fire Lord Ursa AU:
Is that from when she was nine to when she was twelve she exploited her daughter''s desire for love and affection in a pattern somewhat like that of the Emperor of Mankind to the Primarchs in 40K. Unlike the Emperor and the Primarchs it was a perpetual bait and switch routine which in her view was taming the monster and keeping it in a gilded cage that it didn't perceive was one.
Sending Azula on the snipe hunt meant to give her a tour of the world de facto was meant to ensure in her view Azula's last bits of resistance to Ursa's brand of parenting were stamped out. Three months later Azula and Iroh have no traces the Fire Nation can detect (and Iroh quietly used his White Lotus ties to get his depressed daughter, Mai, and Ty Lee out of that mess altogether in his first case of actually using them to Get Shit Done).
Ursa did love Azula in her own way, but she couldn't get over the monster complex long enough to remember that her daughter was in actual fact a child who wanted to be loved and her ideas of dealing with the monster complex simply exploited her daughter's emotions as ruthlessly as Sozin and Azulon would have done.....and then she reaps exactly what she sows.
